Project Objectives:
The overall objective of the project is to enhance public dialogue in Kosovo by providing constructive and evidence-based perspectives on unresolved issues within the Kosovo–Serbia normalization process. The project places a particular focus on one of the most complex and least addressed issues – the integration of the Kosovo Serb education system.
This objective will be achieved through research on community perceptions, as well as by facilitating dialogue among key stakeholders. The project has two specific objectives: (1) to identify and analyze how both Serbian and Albanian communities perceive the integration of the education system, including their concerns and expectations, and (2) to promote constructive and informed approaches to this issue through advocacy and public communication.
Expected Results:
Through the implementation of project activities, it is expected that the quality of political and public dialogue on education system integration will be improved, along with a greater mutual understanding between communities regarding the challenges and opportunities of this process. The project will contribute to a more informed approach by institutions and international actors in decision-making related to this issue.
The project foresees a combination of quantitative research (surveys), qualitative methods (focus groups), as well as expert consultations and public events. This methodological approach ensures the inclusion of diverse perspectives – including citizens, academia, civil society, and decision-makers – from both communities in Kosovo.
The results of the project will be presented through a comprehensive study, as well as through public presentations and advocacy activities targeting institutions, international organizations, and the wider public.
The project will provide concrete and realistic policy recommendations that take into account Kosovo’s legal framework and European standards in the fields of education and minority rights, thereby contributing to the European integration process and the development of a multiethnic society.
The inclusiveness of the process, including the participation of various social groups, will enhance the legitimacy and relevance of the policy recommendations produced, with a particular focus on reducing polarization and fostering constructive inter-community dialogue.
