Project objectives:

The project’s overall objective is to support the integration process of Kosovo Serbs into a multiethnic Kosovo through the development of policy proposals that address associated challenges and opportunities. This objective will be achieved through structured activities that facilitate the active participation of the community in discussions about challenges and opportunities, focusing on three key areas by identifying political proposals that the Government of Kosovo should consider. Those involved in the process will also undertake advocacy of these proposals, with both the Government and international diplomatic corps.

The three priority issues to be addressed during the implementation of this project have been identified in the research “‘The Needs of the Kosovo-Serb Community in the Process of Normalisation of Relations between Serbia and Kosovo,” published by the NGO CASA in September 2023.

Expected results:

Through the implementation of project activities, it is expected that the Government of Kosovo will be more receptive to the voices of Kosovo Serbs and will have a better understanding of the needs and concerns of ordinary citizens.

The project also envisions several mechanisms to facilitate consultations with community representatives, including public forums, expert roundtables, and public surveys. This methodological approach aims to encompass various interests within the Serbian community, including the interests of women, youth, civic leaders, journalists, and professionals from different sectors, both in northern Kosovo and in the municipalities with a majority Serbian population south of the Ibar River.

The project will also provide valuable insights into priority areas for the Serbian community, highlighting challenges and opportunities, as well as constructive political options to be considered when the Government of Kosovo makes decisions about the integration of Serbs into a multiethnic Kosovo. The inclusiveness of the process will enhance the relevance and legitimacy of the political proposals generated through this project.

The project will ensure that women and youth are included in all aspects of project implementation.
