NGO CASA Vacancy Announcement

NGO Center for Affirmative Social Actions (CASA) invites all interested individuals with experience in civic society operations in Kosovo to apply for the upcoming job opportunities within the organization. The positions are planned to be open in March 2024 are:
1. Communication Officer
2. Citizens Mobilization Officer and
3. Junior Policy Researcher

Below, read the terms of reference for each of the listed positions.

Terms of Reference (ToR) for Communication Officer

Center for Affirmative Social Actions (CASA) is a non-governmental organization committed to promoting social justice, human rights, and inclusive development initiatives for non-majority communities in Kosovo and the region. NGO CASA works towards fostering understanding, tolerance, and cooperation among diverse communities. To enhance its communication strategies and outreach efforts, NGO CASA is seeking a proficient Communication Officer.

Position Summary: The Communication Officer will be responsible for developing and implementing effective communication strategies to amplify NGO CASA’s mission and activities. The incumbent will play a crucial role in enhancing NGO CASA’s visibility, engagement, and impact at local, national, and international levels.

  1. Responsibilities:
    • Develop and implement comprehensive communication plans aligned with NGO CASA’s objectives and target audience.
    • Create engaging content for various communication channels, including social media platforms, website, newsletters, press releases, and reports.
    • Manage NGO CASA’s social media accounts, ensuring regular updates, interaction with followers, and promotion of key initiatives.
    • Cultivate relationships with media outlets, journalists, and influencers to maximize NGO CASA’s media coverage and presence.
    • Coordinate with program managers and staff to gather information, stories, and updates for communication materials.
    • Monitor media coverage and public discourse related to NGO CASA’s areas of interest and provide timely analysis and feedback.
    • Organize and support public events, conferences, and campaigns to raise awareness and mobilize support for NGO CASA’s causes.
    • Provide language support in both English and Serbian for written and verbal communication within NGO CASA and its networks.
    • Assist in the production of multimedia content, including videos, infographics, and podcasts, to convey NGO CASA’s messages effectively.
    • Collaborate with external partners, stakeholders, and donors to ensure alignment and coherence in communication efforts.
  1. Qualifications:
    • Bachelor’s degree in Communications, Journalism, Public Relations, International Relations, or a related field.
    • Proven experience (minimum 2 years) in communications, media relations, or public relations, preferably within the non-profit sector.
  • Fluent in both English and Serbian languages is required, with excellent written and verbal communication skills.
    • Strong interpersonal skills and ability to work effectively in a multicultural environment.
    • Demonstrated ability to develop and execute communication strategies and campaigns.
    • Experience in managing social media platforms and digital communication tools.
    • Knowledge of the media landscape, including traditional and digital media outlets.
    • Creative thinking and ability to generate innovative ideas for communication initiatives.
    • Ability to work independently, prioritize tasks, and meet deadlines under pressure.
    • Familiarity with graphic design, video editing, or multimedia production tools is desirable.

Terms of Reference (ToR) for Citizen Mobilization Officer

Center for Affirmative Social Actions (NGO CASA) is a non-governmental organization committed to promoting social justice, human rights, and inclusive development initiatives for non-majority communities in Kosovo and the region. We are committed to fostering active citizenship, grassroots mobilization, and community empowerment. In line with our mission, we are seeking a highly motivated Citizen Mobilization Officer to join our team.

Position Summary: The Citizen Mobilization Officer will be responsible for designing, implementing, and evaluating citizen mobilization initiatives aimed at enhancing community participation, advocacy efforts, and social impact. The incumbent will play a pivotal role in empowering citizens, building networks, and amplifying voices for positive change.

  1. Responsibilities:
    • Develop and execute citizen mobilization strategies and campaigns to promote civic engagement and community involvement.
    • Identify key issues, concerns, and priorities within target communities and develop tailored mobilization approaches.
    • Organize community meetings, workshops, and events to facilitate dialogue, consensus-building, and collective action.
    • Collaborate with local stakeholders, community leaders, and partner organizations to strengthen grassroots networks and alliances.
    • Utilize digital platforms, social media, and traditional communication channels to disseminate information, mobilize support, and raise awareness.
    • Provide technical assistance to community groups, activists, and volunteers on mobilization techniques and advocacy skills.
    • Monitor and evaluate the impact of citizen mobilization activities, collect feedback, and adapt strategies as needed.
    • Prepare regular reports, and success stories to document achievements, lessons learned, and best practices.
    • Represent NGO CASA in relevant forums, networks, and partnerships related to citizen participation and social mobilization.
  2. Qualifications:
    • Bachelor’s degree in Social Sciences, Community Development, Political Science, International Relations, or a related field.
    • Minimum of 2 years of experience in community organizing, citizen engagement, or grassroots mobilization, preferably within civil society organizations or NGOs.
    • Fluent in both English and Serbian languages is required, with excellent written and verbal communication skills.
    • Proven ability to mobilize diverse groups, facilitate dialogue, and foster collaborative relationships.
    • Strong analytical skills, with the ability to assess community needs, identify opportunities, and develop targeted interventions.
    • Experience in designing and implementing advocacy campaigns, community outreach activities, or social mobilization initiatives.
    • Familiarity with digital advocacy tools, social media platforms, and online engagement strategies.
    • Demonstrated commitment to democratic values, human rights principles, and social justice objectives.
    • Ability to work independently, manage multiple priorities, and meet deadlines in a fast-paced environment.
    • Willingness to travel locally and engage with communities in various settings.

Terms of Reference (ToR) for Junior Policy Researcher

NGO CASA works towards fostering understanding, tolerance, and cooperation among diverse communities We are committed to conducting policy-oriented research that informs evidence-based advocacy and contributes to positive social change. In line with our mission, we are seeking a motivated Junior Policy Researcher to join our team.

The Junior Policy Researcher will play a vital role in supporting the research team in conducting policy analysis, literature reviews, data collection, and report writing. The incumbent will contribute to the development of policy briefs, research papers, and advocacy materials aimed at influencing policy decisions and advancing the rights of marginalized communities.

  1. Responsibilities:
    • Conduct literature reviews, policy analysis, and data collection on relevant social justice and human rights issues.
    • Assist in the design and implementation of research methodologies, including surveys, interviews, and focus groups.
    • Analyze quantitative and qualitative data using appropriate statistical and analytical tools.
    • Contribute to the writing and editing of research reports, policy briefs, and advocacy documents.
    • Collaborate with team members to disseminate research findings to key stakeholders, policymakers, and the public.
    • Provide language support in both English and Serbian for written and verbal communication within NGO CASA and its networks.
    • Utilize knowledge of Albanian language to facilitate communication and engagement with Albanian-speaking communities (if applicable).
    • Stay informed about current policy developments, legislative initiatives, and best practices in the field of social policy and human rights.
    • Assist in organizing policy forums, roundtable discussions, and advocacy campaigns to promote policy change and social justice.
  2. Qualifications:
    • Bachelor’s or Master’s degree in Social Sciences, Public Policy, International Development, Law, or a related field.
    • Previous experience in policy research, advocacy, or social justice initiatives is desirable but not required.
    • Fluent in both English and Serbian languages, with excellent written and verbal communication skills.
    • Knowledge of the Albanian language would be considered an advantage.
    • Strong analytical and critical thinking skills, with the ability to interpret and present data effectively.
    • Proficiency in statistical software (e.g., SPSS, STATA, R) and qualitative analysis software (e.g., NVivo, MAXQDA) is a plus.
    • Ability to work independently, prioritize tasks, and meet deadlines under supervision.
