Policy Conference in Pristina Highlights Key Challenges for Kosovo Serbs

On March 6, 2025, NGO CASA hosted a policy conference at the Barabar Centre in Pristina, presenting three policy papers that address pressing issues facing the Kosovo Serb community in the normalization process. The conference was organized within the project “Reflecting Interests of K-Serbs to Formulate Policy Proposals for a Multi-Ethnic Kosovo,” supported by the British Embassy in Kosovo.

The event saw a large turnout of representatives from international diplomatic missions, international organizations, Kosovo central-level institutions, and civil society. Additionally, Tijana Grujić, Boban Simić, and Miodrag Marinković from NGO CASA presented the findings and recommendations from the three policy papers:

  1. Building Trust – Strengthening Security Through Kosovo Police Engagement With the Kosovo Serb Community
  2. Protection of Serbian Cultural Heritage Sites in Kosovo – Challenges and Recommendations
  3. Kosovo Serbs’ Access to Documentation and Legal Identity

The discussions highlighted significant challenges faced by the Kosovo Serb community, including security concerns related to the Kosovo Police in northern Kosovo, barriers to accessing legal documentation, and the complex legal, institutional, and political issues surrounding the protection of Serbian cultural heritage.

Numerous recommendations were presented to address these issues, offering concrete and actionable steps for policy improvements. The full policy papers are available in English, Serbian, and Albanian at https://ngocasa.org/publications/

The conference fostered engaging discussions, with strong interest from attendees and contributions to a constructive exchange of ideas. Several international organizations, embassies, and Kosovo institutions expressed their commitment to collaborating with CASA in further advocacy efforts and initiatives to tackle the identified challenges.
